【Video】The Legislature after 1997 is better than that under the British Rule, Maria Tam:Universal suffrage has got nothing to do with the UK. It’s been given to HK through the Basic Law by the Central People’s Government.

The vice-chairwoman of the Basic Law Committee Maria Tam said: "Before 1997, The Hong Kong Governor was appointed by the Queen and represented Her in ruling Hong Kong. However, under the Basic Law, the Chief Executive is elected by Hong Kong's Electoral College and ultimately by universal suffrage, he would be appointed by the Central People's Government."


She said: "From the Basic Law to proof, that the Legislative Council's checks and balance power over the Chief Executive is far far more than the Legislative Council before 1997 over the Governor. For the  Legislative Council, the ultimate aim is the election of all members of the Legislative Council by universal suffrage. So universal suffrage has got nothing to do with the British government, or the Joint Declaration. It’s been given to us through the Basic Law by the Central People’s Government."


She said: "The Queen in the old days before 1997, could disallow Laws of Hong Kong through the Governor, and the power of legislation is being reserved to the Crown. But after 1997, under the Basic Law, we have checks and balance . Checks and balance between the Executive and the Legislative not allowed under British Rule but provided under the Basic Law."


She said: "The Legislature under the Basic Law is far more powerful and democratic than under the British Rule and we have universal suffrage. We have far more democratic and acceptable arrangement after 1997.​"
